In short
- Criminal record: The Dirección de Investigación Judicial issues the Récord Policivo, which Panamanians can request online, though a 2019 press item says the online record is only for employment procedures; the Panamá Digital page states a validity of 30 days from the date it is generated, and the clock below uses it.
- Birth and marriage: The Tribunal Electoral's Registro Civil issues birth certificates; a 2022 circular says its yellow certificates are no longer accepted and its electronic certificates are valid for 60 days or three validations (90 days for a birth certificate for marriage). The Panamá Digital pages for requests from abroad describe the yellow format, carry no date and give amounts that differ between pages; the clock below counts 60 days.
- Apostille: Panama is party to the Apostille Convention; the Foreign Ministry's apostilles are requested through the Panamá Conecta portal, and its price list says all apostille or certification procedures cost B/. 2.00; its rows for the police record and the Tribunal Electoral certificates show further amounts that we do not interpret.
- Translation: We found no official page saying whether a document already in Spanish needs translation; Spain's order says "traducido en su caso" for the birth certificate and "traducido" for the criminal record.
- Order: Our arithmetic, not an official rule: request first the documents that need an apostille and a sworn translation, then the criminal record certificate, so that you can finish its apostille and translation while it is still valid; the clock below gives the dates.
Each line sums up a section below. The sources are in that section.

1. Criminal record certificate
The Panamá Digital page for the Solicitud de Récord Policivo names the Dirección de Investigación Judicial (DIJ) as the institution and describes the record as the penal history of a person.[1]

2. Birth certificate, and marriage certificate if you are married
The Panamá Digital page for the birth certificate names the Tribunal Electoral as the institution and its Dirección Nacional del Registro Civil as the department, and says the procedure is to issue the document that certifies the data of the birth record.[1]
Yellow format discontinued. A 2022 circular of the Superintendencia de Bancos de Panamá, relaying a note of the Tribunal Electoral, says that since 22 April 2022 the Registro Civil has stopped issuing its pre-signed certificates printed on yellow security paper in horizontal format,[2] and that since 1 August 2022 they have stopped circulating and must not be accepted for any procedure.[3] It adds that the Tribunal Electoral will issue only electronic certificates, on plain paper in black and white, 8 1/2 x 11.[4] The Panamá Digital pages below, which describe requests for the yellow format from abroad, carry no date, and we cannot tell whether they are still current: their steps and amounts may be out of date. Ask the Registro Civil before sending money.
For requests from abroad, the Panamá Digital page on certificates in the yellow format is headed as requirements for requests from abroad, lists the Tribunal Electoral as the institution and names the Departamento de Hechos y Actos Jurídicos Ocurridos en el Exterior.[5] For a birth certificate, it says the request is a note giving the holder's full name, date of birth, place of birth, the parents' names and the cédula number.[6][7] It says to send USD 9.00, which is used for processing, authentication and sending the document.[8] Within that amount, it lists the birth certificate and the authentication by the Registro Civil as free and the national stamps as USD 3.00.[9] It also lists the apostille rights of the Foreign Ministry of Panama at USD 2.00,[10] and postage of USD 4.00 if the request is sent by post, with the cost borne by the applicant if it goes by courier.[11]
The page says the request can be sent by courier, and that, if you want the answer to come back the same way, the cost of sending the correspondence back from Panama must be included in the amount.[12]
Amounts differ between pages. Another Panamá Digital page of the Tribunal Electoral, on authentication costs, says the total cost of the authentication procedures for birth and death certificates issued by the Panamanian authorities is $15.00, and $20.00 for marriage certificates.[13] It lists the authentication by the Secretaría General of the Tribunal Electoral at B/. 5.00 (two dollars in stamps).[14] These figures do not match the USD 9.00 breakdown above, and we cannot tell which page is current: ask the Registro Civil.
Two kinds of copy. The Tribunal Electoral's page on full copies says they contain the essential data of the registration, like the yellow-format ones, and, unlike them, show all the marginal notes.[15] For full copies from abroad it says to send an international money order or a bank-backed cheque for USD 24.00.[16] Spain asks for the birth certificate of the country of origin, legalised and translated where needed.[17] We found no official Spanish text saying which kind of copy it wants: ask the Spanish civil registry.
For a marriage certificate, the yellow-format page says the request must give the full names of the spouses, the date and place of the marriage and its number.[18] If you are married, Spain also asks for the marriage certificate of the country where the marriage took place.[19]
Validity. Spain's order says all documents must be in force when you apply,[20] and that for certificates the term stated in the document itself is the one that applies.[21] The 2022 circular says the electronic certificate of the Registro Civil is valid for sixty (60) days or three (3) validations from the date of issue, except certificates of single status and birth for marriage, which are valid for ninety (90) days.[22] The circular does not say whether that covers a certificate requested from abroad: ask the Registro Civil. The clock below counts 60 days from issue, which is our assumption; it does not count validations.

3. Apostille and legalisation
The HCCH status table lists Panama with an accession dated 30 October 1990 and entry into force on 4 August 1991.[1] The Panamá Digital page of the Tribunal Electoral says Panama joined the convention that removes the requirement of legalisation (Apostille) by Law No. 6 of 25 June 1990.[2]
The HCCH page lists, for documents from central government, autonomous, municipal or police bodies or from the Public Ministry, the officials of the Departamento Consular y Legalizaciones of the Ministry of Foreign Affairs.[3] The Panamá Digital page of the Foreign Ministry says its legalisation department uses the apostille seal for documents that leave the country, in line with the Hague Convention of 5 October 1961.[4]
Where to ask: the Foreign Ministry's site carries a banner saying apostilles are processed on panamaconecta.gob.pa, with the email autenticaciones@mire.gob.pa.[5] The Panamá Conecta portal lists an Apostilla Electrónica, Autenticación y Legalizaciones service under the Foreign Ministry.[6] The portal page does not describe the procedure or which documents it covers. For questions, the Ministry's consultation page gives the same email address.[7]
The Ministry's price list says all apostille or certification procedures cost B/. 2.00.[8] We found no page giving a processing time.
The same price list has a row for the Récord Policivo, where the signature to be legalised is the fresh signature of the official of the DIJ,[9] and a row for certificates of the Tribunal Electoral, where it is the fresh signature of the official, or a faithful copy of the original with that signature.[10] Those rows carry further amounts, and the column headings are not next to them in the page text, so we do not interpret them: ask the Ministry.
Online record and signature. A 2019 DIJ news item says the record issued online carries no signature but has the same validity as one that does.[11] The Ministry's price list names the signature of the DIJ official as the one it legalises.[12] We found no page saying whether an online record can receive an apostille, or what the Foreign Ministry asks for in that case: ask the Foreign Ministry.
We found no Panamanian page saying whether an apostille expires. Spain's Foreign Ministry says that its own diplomatic legalisation has no expiry date but, if the document has a validity period, legalisation does not extend it;[13] we found no Spanish text saying the same of an apostille. Spain's Foreign Ministry says documents from countries that signed the Apostille Convention are not legalised.[14]
A document issued by a consulate is a different case. Spain's Foreign Ministry says documents issued by foreign representations in Spain that refer to facts or data within their consular district must be legalised by its Legalisation Service to be valid in Spain.[15] The Ministry of Justice warning calls legalisation of foreign documents an essential requirement, and says legalisation at that Service is always free.[16][17] The Panamanian embassy's list of consular services in Spain names authentication of signatures and documents for their validity in Panama.[18]

4. Translation into Spanish
We found no official Panamanian or Spanish page saying that a document already in Spanish needs, or does not need, a translation. Spain's order says "traducido en su caso" for the birth certificate and "traducido" for the criminal record.[1][2]
The Spanish Ministry of Justice warning says translation is done or checked at Spanish consulates abroad or at the consular offices in Spain of the document's country of origin, and that the documents must then be legalised. It adds that a sworn translator-interpreter named by the Ministry of Foreign Affairs can do the translation or check.[3][4]

5. Consulates in Spain
The Panamanian embassy's page on its consulates in Spain lists consulates in Barcelona, Madrid, La Coruña, Canarias and Valencia.[1] It also lists honorary consulates in Sevilla[2] and in Algeciras.[3]
The embassy's page on consular services lists authentication of signatures and documents for validity in Panama,[4] and says all services require an appointment.[5] The Foreign Ministry's page says the consul can authenticate the signature of original documents or of copies certified by a notary.[6] The embassy's list does not name the issue of a criminal record or of a birth certificate.

6. Order of requests and validity
Spain's order says that all documents must be in force when you apply.[1] For certificates, the validity stated on the certificate itself counts,[2] and a criminal record certificate with no stated validity counts for six months from the day it was issued.[3]
Legalisation does not make a document last longer. Spain's Foreign Ministry says legalisation has no expiry date but that, if the document has a validity period, legalisation does not extend it.[4]
When you create the online application you have two months to complete and file it, or it is deleted.[5]
Our arithmetic, not an official rule. The sources above fix how long a document stays valid, not the order in which you request things. If the validity counts from the day of issue, and the apostille and a sworn translation take time afterwards, the request date matters most for the documents with the shortest validity. Type a date in the clock below to see when your criminal record certificate stops being valid, then count back the time the apostille and the translation take in your case.
- Find out what validity, if any, each issuer prints on its certificate (the sections above say what we found).
- Request first the documents that need an apostille and a sworn translation, since those steps come after issue.
- Request the criminal record certificate when you can still finish its apostille and translation inside its validity.
- Type its issue date in the clock below and file before the "valid until" date it shows.
- Create the online application only when you are close to filing: from creation you have two months.
