How we count

Months and years end on the same day number, or on the last day of the month if there is no such day; they start the day after the date you give. A deadline that ends on a weekend moves to the next working day. Document validity is not moved: the date shown is the last day it stays valid, even on a weekend. Days are working days unless a law says otherwise.

In short

  • Criminal record: Ukraine issues the certificate as an extract from the Ministry of Internal Affairs' system, which the Ministry says can be requested online with a qualified electronic signature; the service guide says no Ukrainian legal act sets a validity period for it, and the clock below uses Spain's six months.
  • Birth and marriage: Repeat certificates come from civil-status registration departments or, for people abroad, through Ukrainian consular offices and the Ministry of Foreign Affairs; the Embassy of Ukraine in Spain says certificates issued by Ukrainian civil-status bodies have no term of validity.
  • Apostille: Ukraine is party to the Apostille Convention; the apostille authority depends on the document (for example Interior, Justice or Foreign Affairs), the Ministry of Internal Affairs says an electronic extract cannot receive an apostille, and the Ministry of Justice gives a fee of 670 UAH for individuals from 1 January 2026.
  • Translation: We found no Spanish official page naming Ukraine on translation; the Embassy of Ukraine in Spain says documents for foreign bodies must come with a properly certified translation, and Spain's order says "traducido" for the criminal record and "traducido en su caso" for the birth certificate.
  • Order: Our arithmetic, not an official rule: request first the documents that need an apostille and a sworn translation, then the criminal record certificate, so that you can finish its apostille and translation while it is still valid; the clock below gives the dates.

Each line sums up a section below. The sources are in that section.

1. Criminal record certificate

The Ukrainian government's service guide on Diia says that certificates on criminal prosecution and on the absence or presence of a conviction are issued as extracts (витяг) from an information-analytical system.[1] The Ministry of Internal Affairs' page says you can submit a request in electronic form and receive the certificate as an extract through its online service, by logging in to a personal account with a qualified electronic signature.[2] It also says the Ministry's service centres do not issue paper certificates.[3]

2. Birth certificate, and marriage certificate if you are married

The Ministry of Justice's page on repeat certificates says the repeat issue of a civil-status registration certificate, birth registration in particular, is carried out by the civil-status registration departments and by Ukraine's diplomatic missions and consular offices abroad.[1]

For people living abroad, the Ministry says civil-status documents of Ukrainian citizens who live abroad are requested through Ukraine's diplomatic missions and consular offices abroad, and through the Ministry of Foreign Affairs.[2] The Diia page says that, for requests made through the Ministry of Foreign Affairs, the application or questionnaire must be signed by the person requesting the documents.[3] The Ministry says a citizen who lives abroad permanently shows a Ukrainian passport for travel abroad when applying.[4]

The Ministry's page says the certificates can also be reissued to a representative who presents a power of attorney certified under the Law "On the Notariat".[5]

Repeat issue and validity. The Ministry's page says certificates issued at registration and certificates issued again have the same legal force.[6] The FAQ of the Embassy of Ukraine in Spain (published 25 November 2024) says that certificates of birth, marriage, dissolution of marriage, change of name and death are issued to confirm the registration of the act by the civil-status body, and that certificates of registration issued by Ukrainian civil-status bodies have no term of validity.[7] Spain's order says all documents must be in force when you apply,[8] and that for certificates the validity stated in the document itself counts.[9]

Spain asks for the birth certificate of the country of origin, legalised and translated where needed.[10] If you are married, it also asks for the marriage certificate of the country where the marriage took place.[11] The Ministry's page speaks of civil-status registration certificates, birth in particular; the Embassy FAQ cited above lists marriage certificates among those the civil-status bodies issue.[12]

Wartime. The Ministry's page, published on 24 June 2026, says that under martial law a repeat certificate can be obtained at any civil-status registration department located on territory controlled by the Ukrainian authorities.[13] The Diia page says the online service is not available in temporarily occupied territories and in areas of active combat.[14]

3. Apostille and legalisation

The HCCH status table lists Ukraine with an accession dated 2 April 2003 and entry into force on 22 December 2003.[1]

The HCCH authorities page for Ukraine lists several designated authorities by type of document. For the Ministry of Internal Affairs it names official documents issued by the Ministry, its territorial service centres and the separate registration points of its accredited key certification centre.[2] For documents issued by civil-status registration offices it lists the Department for civil status registration of the Directorate of State Registration and Notary.[3] It lists the Ministry of Foreign Affairs for other official documents.[4]

The Ministry of Justice says it places the apostille on documents issued by justice bodies, courts and state archives, and on documents drawn up by notaries.[5]

A Ministry of Justice news item of 12 January 2026 says that its new order on placing apostilles takes effect from 1 February 2026, but not earlier than its official publication.[6] It says the apostille, or a refusal, is given within up to three working days from the day after the application is registered in the Electronic Register of Apostilles.[7] It gives, from 1 January 2026, a fee of 670 UAH for individuals.[8]

The page of the Embassy of Ukraine in Spain says that the power to place apostilles is not within the competence of Ukraine's diplomatic and consular offices.[9] We found no Ministry of Justice page, dated after the new order, saying how someone abroad submits an apostille request: ask the Ministry.

On the Ministry of Internal Affairs' page for its own documents, the Ministry says only paper originals bearing the seal of the issuing body and the signature of its authorised person can receive an apostille.[10] It says the apostille application, with the bank receipt, can be submitted together with the request for the extract.[11] It gives a fee of three non-taxable minimum incomes (51 UAH).[12] The page prints no date; the Ministry of Justice's fee for its own apostilles is given above as 670 UAH from 2026, and we found no 2026 notice on this Ministry's fee.

Spain's Foreign Ministry says documents from countries that signed the Apostille Convention are not legalised.[13] Its Ministry of Justice says the Hague Convention simplifies legalisation of public documents and consists of a single stamp and signature on the document.[14] It calls legalisation of foreign documents an essential requirement.[15]

Spain's Foreign Ministry says legalisation has no expiry date but, if the document has a validity period, legalisation does not extend it.[16] We found no Ukrainian page that states a validity for an apostille.

4. Translation into Spanish

We found no Spanish official page that names Ukraine and says whether a Ukrainian document needs a translation. The FAQ of the Embassy of Ukraine in Spain says that all documents submitted by Ukrainian citizens to the competent bodies of a foreign state must come with a translation into a foreign language, certified in the proper way.[1] The Ukrainian Ministry of Justice recommends checking in advance, before submitting documents to foreign bodies, whether an apostille or a translation of the document is also needed.[2] Spain's order says "traducido" for the criminal record and "traducido en su caso" for the birth certificate.[3][4]

The Spanish Ministry of Justice warning says translation is done or checked at Spanish consulates abroad or at the consular offices in Spain of the document's country of origin, and that the documents must then be legalised. It adds that a sworn translator-interpreter named by the Ministry of Foreign Affairs can do the translation or check.[5][6]

5. Order of requests and validity

Spain's order says that all documents must be in force when you apply.[1] For certificates, the validity stated on the certificate itself counts,[2] and a criminal record certificate with no stated validity counts for six months from the day it was issued.[3]

Legalisation does not make a document last longer. Spain's Foreign Ministry says legalisation has no expiry date but that, if the document has a validity period, legalisation does not extend it.[4]

When you create the online application you have two months to complete and file it, or it is deleted.[5]

Our arithmetic, not an official rule. The sources above fix how long a document stays valid, not the order in which you request things. If the validity counts from the day of issue, and the apostille and a sworn translation take time afterwards, the request date matters most for the documents with the shortest validity. Type a date in the clock below to see when your criminal record certificate stops being valid, then count back the time the apostille and the translation take in your case.

  1. Find out what validity, if any, each issuer prints on its certificate (the sections above say what we found).
  2. Request first the documents that need an apostille and a sworn translation, since those steps come after issue.
  3. Request the criminal record certificate when you can still finish its apostille and translation inside its validity.
  4. Type its issue date in the clock below and file before the "valid until" date it shows.
  5. Create the online application only when you are close to filing: from creation you have two months.
