How we count

Months and years end on the same day number, or on the last day of the month if there is no such day; they start the day after the date you give. A deadline that ends on a weekend moves to the next working day. Document validity is not moved: the date shown is the last day it stays valid, even on a weekend. Days are working days unless a law says otherwise.

In short

  • Criminal record: The Malian administration's procedures site says the casier judiciaire is obtained at the Tribunal Civil of the place of birth (in Bamako only the Commune III court; for Malians born abroad the Procureur de la Cour d'Appel), at a legal cost of 750 CFA francs and a delay of 24 hours; we found no validity and no page on asking from Spain, so the clock uses Spain's six months.

Each line sums up a section below. The sources are in that section.

1. Criminal record certificate

The Malian administration's procedures site says that, to obtain the casier judiciaire (criminal record certificate), the person follows an administrative route at the Tribunal Civil of their place of birth.[1] It says the person goes to the office of the casier judiciaire and of the certificate of nationality,[2] and that the Procureur or the Juge de Paix à Compétence Étendue signs the casier on the basis of the attestation supplied by the clerk (greffier).[3]

The same page adds that in the District of Bamako the casier is issued only by the Tribunal de Paix à Compétence Étendue de la Commune III,[4] and that for Malians born abroad it is issued by the Procureur de la Cour d'Appel.[5] Under "documents to provide" it lists a copy of the birth certificate extract,[6] and it gives a legal cost of 750 CFA francs[7] and a delay of 24 hours.[8] Spain's order says the criminal record certificate must be issued, as a general rule, by the competent body of the country of origin.[9]

No validity and no route from Spain are stated. We found no validity period on the Malian page. Spain's order says that the validity of certificates is judged by the term stated in the document itself[10] and that a criminal record certificate with no stated validity is understood to be valid for six months from its issue,[11] so the clock below uses six months unless your certificate states another term. The Malian page describes the person going to a court office; it says nothing about a power of attorney, an online request or a request made from Spain, except the line on Malians born abroad. We found no official page saying that the Malian embassy in Madrid, or a consulate in Spain, issues the casier judiciaire or passes a request on: the embassy's list of consular services has no line for issuing or requesting a criminal record certificate.[12][13][14] Ask the issuing court or the embassy.

When to see a lawyer

  • A document is refused and you do not know why.
  • Your names are spelled differently in your documents.
  • A required document cannot be obtained.
  • You are near a deadline.

These are general triggers, not an assessment of your case. A lawyer should confirm what applies to you. CiviqPass does not name or recommend a lawyer.
