How we count

Months and years end on the same day number, or on the last day of the month if there is no such day; they start the day after the date you give. A deadline that ends on a weekend moves to the next working day. Document validity is not moved: the date shown is the last day it stays valid, even on a weekend. Days are working days unless a law says otherwise.

In short

  • Criminal record: The portal of Bangladesh Police says the certificate is issued from the District or Metropolitan Police for the applicant's present address (an embassy page says permanent address) and lists a fee of 1500 taka, while an embassy page gives 500 taka, and we do not know which applies to a person in Spain; we found no page stating a validity, so the clock below uses Spain's six months.

Each line sums up a section below. The sources are in that section.

1. Criminal record certificate

The online Police Clearance Certificate portal of Bangladesh Police (pcc.police.gov.bd) says that Police Clearance is issued through that system to only Bangladeshi nationals going or residing abroad and foreign nationals returned abroad after their stay in Bangladesh.[1] Its application steps say the police clearance will be issued from the District or Metropolitan Police under which the applicant's present address belongs.[2] The Hague Embassy page says the certificate for Bangladeshi citizens residing abroad is issued by the concerned police station in Bangladesh corresponding to the applicant's permanent address.[3] The portal's terms say the applicant's present address must be under the same Metropolitan or District police jurisdiction as the permanent or emergency contact address mentioned in the applicant's passport.[4] We found no official page naming one national office that issues a single certificate for the whole country.

For people living abroad, the portal's terms say that Bangladeshi nationals applying from abroad must have their passport attested by the Bangladesh High Commission of their country of residence and upload it with the application.[5] They also say expatriate applicants must upload an authorization letter stating the name and National Identity Card number of the person through whom they wish to collect the certificate.[6] The Embassy of Bangladesh in The Hague says on its own page that if the applicant has no Bangladeshi mobile number, a relative may apply on the applicant's behalf.[7]

The Hague Embassy page also says that the Embassy does not issue Police Clearance Certificates and only facilitates passport attestation and authorization.[8] The consular fee table of the Embassy of Bangladesh in Madrid has Normal and Urgent columns[9] and lists "Police Clearance Application Attestation" at 15 euros (7 working days) and 20 euros (1 working day).[10] The Madrid page does not say what the attestation covers beyond its name.

The portal lists a fee of 1500 taka, paid by Treasury Challan at any branch of Sonali Bank or Bangladesh Bank, or online by credit or debit card with applicable service charges.[11] It also says the applicant must have a passport valid for a minimum of 3 months.[12] The Hague Embassy page says processing time and collection procedures are determined by the concerned police authority in Bangladesh.[13] We found no processing time for the certificate on the portal's English page.

Two fees. The Hague Embassy's page lists an original Treasury Chalan of BDT 500 under a different code,[14] while the portal lists 1500 taka.[15] We do not know which figure applies to a person in Spain: ask the portal or the Embassy.

Validity. We found no Bangladeshi page that states a validity period for the certificate. The portal's only time figure is a minimum passport validity of 3 months, which is a condition on the passport at the time of application.[16] Spain's order says all documents must be in force when you apply, and that a criminal record with no stated validity counts for six months from the day it was issued.[17][18] If your certificate prints a validity, the order says the term shown in the document itself is the one that counts.[19]

A consular certificate is a different case. The consular fee table of the Embassy in Madrid lists certificates including "Buena Conducta" at 20 euros (7 working days) or 30 euros (2 working days), the fee being for the first five pages.[20] Spain's order says the criminal record certificate can be replaced by the Certificado Consular de Conducta, as set out by the Ministry of Foreign Affairs, duly translated and legalised.[21] We found no official page saying that the Embassy's Buena Conducta certificate is the one Spain means: ask the registry. Spain's Foreign Ministry says documents issued by foreign representations in Spain that refer to facts within their consular district must be legalised by its Legalisation Service to be valid in Spain.[22]

Spain asks for the criminal record certificate of the country of origin, legalised and translated,[23] and says that as a general rule it must be issued by the competent body of the country of origin.[24]

When to see a lawyer

  • A document is refused and you do not know why.
  • Your names are spelled differently in your documents.
  • A required document cannot be obtained.
  • You are near a deadline.

These are general triggers, not an assessment of your case. A lawyer should confirm what applies to you. CiviqPass does not name or recommend a lawyer.
